This temple probably moved to this site in the middle of the 7th century. Nagano began as a town built around the temple. The Zenkô-ji complex is under the administration of the Buddhist Tendai (Tendai-shû) and Jôdo School (Jôdo-shû). Buddha Amida is worshipped in the temple, in the form of one of the first Buddha statues to reach Japan. In the 16th century, Zenkô-ji served the sovereign UESUGI Kenshin as a base for a total of five battles, which he fought near the temple between 1553 and 1564 against his arch-rival TAKEDA Shingen.
