Kuwana is located in the Japanese prefecture of Mie, south-west of Nagoya City and north of Yokkaichi City on Ise Bay. In the Middle Ages Kuwana was already a meeting place for merchants from the neighbouring towns. From 1601, the castle town (Kuwana-jô) was one of the postal stations (shukuba-machi) on the Tôkaidô. With the arrival of the ferry from the port of Miya (Atsuta), 28 km away, travellers found themselves directly at the Kuwana-juku post station. The road to the Ise-daijingû Grand Shrine also branched off here.
